Overview[]

This paper examines attacks on core internet infrastructure through a lens of national security and nation state conflict. Most analyses have focused on the ability of non-state actors to use these tools to exact ransom or commit mischief. While these are real concerns, an examination of these attacks' applicability in nation state conflict has been missing.
