The purpose of the Threat and Vulnerability, Testing and Assessment program is to provide and develop capabilities that enable the creation, application and dissemination of threat and vulnerability information. This information is to prepare for, anticipate, detect, and prevent terrorist activities and help restore the nation's operational capabilities.
