Definition[]

The technology development (TD) phase is

[t]he second phase of the Defense Acquisition Management System (DAMS). . . . The purpose of this phase is to reduce technology risk and to determine the appropriate set of technologies to be integrated into the full system. This effort is normally funded only for advanced development work and does not mean that a new acquisition program has been initiated.[1]
