A state actor is an individual who acts on behalf of a governmental entity.

"The threat from state actors ranging from intelligence agencies to militaries and state-sponsored groups is on the rise. These types of attackers tend to instigate long-term campaigns aimed at infiltrating the critical infrastructure of other countries. Currently the activities of states occur more in the area of cyber espionage than cyber conflict."[1]
