The security administrator is a person dedicated to performing information security functions for servers and other hosts, as well as networks. It is

a special class of users who are permitted to perform actions that change the security state of the system, such as adding users or installing trusted programs. They must control system code and data sources in appropriate off-line facilities. They must employ standard procedures for system initialization, backup, and recovery from "crashes."[1]
