Since 1999, under the Safer Internet Action Plan (SIAP), the EU has provided financial and other supports for measures in the member states to combat illegal and harmful uses of the internet, with particular emphasis on protecting children. The objectives of the Plan were to: create a safer online environment by establishing a network of hotlines in Europe and by promoting self-regulation; develop content-filtering and rating systems; and encourage European transnational awareness initiatives.
The Plan promoted safe use of the Internet and other new technologies, including the new generation of mobile phones, online games, chatrooms, and instant messaging software.
The Plan was funded from 1999-2004.
