Overview[]
This report is the result of a three-year study by the U.S. Copyright Office on the extent to which an exemption in the Computer Software Rental Amendments Act of 1990 for nonprofit libraries "has achieved its intended purpose of maintaining the integrity of the copyright system while providing nonprofit libraries the capability to fulfill their function," including information and recommendations the Register of Copyrights considers necessary to carry out the purposes of the subsection.
