Definition[]

Proactive cyber defense means acting in anticipation to oppose an attack against computers and networks. It represents the dynamic between purely offensive and defensive action; interdicting and disrupting an attack or a threat’s preparation to attack, either preemptively or in self-defence.

Overview[]

Proactive cyber defence will most often require operationalizing upstream security (security from the cloud) mechanisms of the telecommunications/Internet service providers.

Some of the compelling reasons for a proactive defense strategy are about cost and choice. Decisionmakers have few choices after an impact and that all of them are costly. Proactive defense is key to mitigating operational risk.
