General[]

Proactive means

[t]aking action that is anticipatory to a problem or situation with the intent to eliminate or mitigate the effect of the incident.[1]

Criminal law[]

Proactive means

obtaining data regarding criminal conspiracies in order to anticipate problems and forestall the commission of crimes.[2]
