The Office of Personnel Management (OPM) is an independent agency of the U.S. government that manages the civil service of the federal government. It supports the Federal Government's workforce by shaping HR management systems to effectively recruit, develop, manage and retain a high quality and diverse workforce and through technical assistance, employment information, pay administration, and benefits delivery for personnel.
It is responsible for oversight and implementation of Executive Order 10450 that prescribes security requirements (including investigations) for Federal employment as well as regulatory administration of Federal employment and similar contractor aspects.
