Overview[]
This Memorandum provides preliminary guidance to U.S. federal agencies on the implementation of the Information Technology Management Reform Act of 1996 (ITMRA). ITMRA repeals Section 111 of the Federal Property and Administrative Services Act of 1949 (popularly referred to as the "Brooks Act") and establishes a new statutory scheme for information technology management and acquisition within the Executive branch. The Act's provisions took effect on August 8, 1996, 180 days after enactment.
This Memorandum addresses two areas — the designation of the chief information officer (CIO) and the role of the General Services Board of Contract Appeals (GSBCA) in information technology protests.
