The OECD Anti-Spam Toolkit was developed in the framework of the OECD Task Force on Spam and includes a package of recommended policies and measures addressing regulatory approaches, enforcement cooperation, industry-driven activities, technical solutions, education and awareness initiatives, spam measures, and international cooperation and exchange.
The Toolkit aims to help governments and industry work together to combat spam. It is a multi-stakeholder effort to help policy makers, regulators and industry players orient their policies relating to spam solutions and restore trust in the Internet and e-mail.
