Definitions[]

Norms are

[a] set of shared beliefs that help define and govern behavior and conduct by state and non-state actors.[1]
[e]xplicit, agreed-upon rules of behavior, procedures, or codes of conduct. They may be established and agreed to by experts, non-governmental organizations, or nation-states.[2]

A norm is

[a] collective expectation for the proper behavior of actors with a given identity.[3]
