The National Counterintelligence Board (NCB) was created January 5, 2001, by President Bill Clinton via Presidential Decision Directive CI-21: Counterintelligence for the 21st Century. The Board was approved on March 1, 2005, by President George W. Bush. The Board was charged with "identifying, understanding, prioritizing and counteracting the intelligence threats faced by the United States in the 21st Century."[1]
