Overview[]

Congress created the National Commission for the Review of Federal and State Laws Relating to Wiretapping and Electronic Surveillance to study and evaluate the effectiveness of Title III of the Omnibus Crime Control and Safe Streets Act of 1968, which "governs the use of electronic surveillance," i.e., wiretapping and bugging, in the United States, except cases involving national security.

The Commission submitted its Final Report to Congress (titled "Electronic Surveillance") on April 30, 1976.
