Definitions

A mobile app (an abbreviation of mobile application) is

[s]oftware pre-installed or downloaded on demand to a mobile device in order to enable or facilitate specific types of transactions or data access (e.g., mobile payments, social networking, access to Government services or accounts).[1]
a software program you can download and access directly using your phone or another mobile device, like a tablet or music player.[2]
a software application that can be executed (run) on a mobile platform (i.e., a handheld commercial off-the-shelf computing platform, with or without wireless connectivity), or a web-based software application that is tailored to a mobile platform but is executed on a server.[3]

Overview

Mobile apps allow users to "play games, get turn-by-turn directions, access news, books, weather, and more."[4]

Regulations

No federal law specifically governs mobile applications. Application developers, mobile carriers, advertisers, and others may collect an individual's information through services provided on a mobile device. However, the Federal Trade Commission (FTC) has taken enforcement action against companies for use of mobile applications that violate COPPA and the FCRA. The agency also has taken action under the FTC Act. And CFAA, which bans unauthorized access to computers, has been found to apply to mobile phones.
