Definitions
A mobile app (an abbreviation of mobile application) is

Overview
Mobile apps allow users to "play games, get turn-by-turn directions, access news, books, weather, and more."[4]
Regulations
No federal law specifically governs mobile applications. Application developers, mobile carriers, advertisers, and others may collect an individual's information through services provided on a mobile device. However, the Federal Trade Commission (FTC) has taken enforcement action against companies for use of mobile applications that violate COPPA and the FCRA. The agency also has taken action under the FTC Act. And CFAA, which bans unauthorized access to computers, has been found to apply to mobile phones.
