Overview[]

ICD 700 mandates an integration of counterintelligence and security functions for the purpose of protecting national intelligence and sensitive information and, among other things, to strengthen "deterrence, detection, and mitigation of insider threats, defined as personnel who use their authorized access to do harm to the security of the US through espionage, terrorism, unauthorized disclosure of information, or through the loss or degradation of resources or capabilities."[1]
