This memorandum establishes procedures to administer the requirements of section 905(b) of the USA PATRIOT Act of 2001, which requires the U.S. Attorney General to develop guidelines to ensure that the Department of Justice responds within a reasonable period of time to reports from the intelligence community of possible criminal activity involving foreign intelligence sources or potential foreign intelligence sources.
