The September 1993 National Performance Review report recognized the need for improving public safety communications capabilities. The National Performance Review tasked the Federal Law Enforcement Wireless Users Group (FLEWUG) to develop a plan for a future, intergovernmental, shared use, public safety wireless communications network.
