A false rejection rate (FRR) is

[t]he probability that a biometric system will fail to identify an applicant, or verify the legitimate claimed identity of an applicant.[1]
[a] statistic used to measure biometric performance when operating in the verification task. [It is t]he percentage of times the system produces a false reject. . . . Example: John claims to be John, but the system incorrectly denies the claim.[2]

False rejection rate can be expressed arithmetically as FRR = (# of rejections of an authorized user)/(total # of attempts by the user).
