Overview[]
On July 28, 1998, the NTIA issued this report analyzing telephone and computer penetration rates. The report updates NTIA's findings from its earlier study, Falling Through the Net: A Survey of the "Have Nots" in Rural and Urban America (July 1995). The new report found that, while computer penetration has increased nationwide, there was still a significant "digital divide" based on race, income, and other demographic characteristics.
