A facilitator is

a person who helps other users in an online group or forum to manage their conversations.[2]
responsible for ensuring that the comments stay on topic, summarising the comments, and generally supporting the deliberation process when required. Facilitation is important if one of the objectives of the e-consultation is to support deliberative engagement between users.[3]
