Ensuring Needed Help Arrives Near Callers Employing 911 Act of 2004 (ENHANCE 911 Act of 2004), Pub. L. No. 108-498, 118 Stat. 3987-88.

Overview[]

The Act called for the Assistant Secretary of Commerce for Communications and Information, U.S. Department of Commerce, and the Administrator of the National Highway Traffic Safety Administration (NHTSA), U.S. Department of Transportation, to create a National E9-1-1 Implementation Coordination Office (ICO, which has also become known as the National 9-1-1 Office) to provide a focal point for national 9-1-1 leadership and to assist PSAPs in upgrading to accept calls from location-capable cellular devices.

More recently, the New and Emerging Technologies 911 Improvement Act of 2008 (NET 911 Improvement Act) encourages the rapid deployment of IP-enabled 9-1-1 services and requires the ICO to develop "a national plan for migrating to a national IP-enabled emergency network capable of receiving and responding to all citizen-activated emergency communications and improving information sharing among all emergency response entities."[1]
