Overview[]
The GAO reported that DHS had made progress in its efforts to effectively and efficiently acquire large-scale IT programs — for instance by providing more guidance on acquisitions at the departmental and component levels — but that its implementation of acquisition management policies and practices was inconsistent. Moreover, the GAO reported that many major IT system acquisitions were not receiving effective oversight.
