Overview[]
The Act requires the Secretary of Energy to develop and deploy high-end computing systems for advanced scientific and engineering applications. Among other specific requirements, the law requires that the Department of Energy's high-end computing program support individual investigators and multi-disciplinary teams of investigators; conduct research on multiple computing architectures; conduct research on algorithms, programming environments, tools, languages, and operating systems; support technology transfer to the private sector; and coordinate with industry and other Federal agencies.
Further, it requires the Secretary to establish and operate Leadership Systems facilities that would provide the U.S. research community with sustained access to high-performance computing resources and to establish at least one High-End Software Development Center to concentrate efforts to develop, test, maintain, and support optimized software tools for HEC.
