Decree Nº 81/2004, issued by the Chilean government, established an open XML standard as the digital document format across government. It requires every public agency and service to format digital documents in XML. In a software context, as part of a gradual three phase rollout, the decree focuses on web browser based access to information; tools for XML document generation and editing; and e-government services to manage document workflow.[1]
