Overview[]

This document outlined commitments made by world leaders on May 26-27, 2011. It reiterated that the security of networks and online services is a multi-stakeholder issue requiring co-ordination amongst governments, regional and international organisations, the private sector, and civil society. In particular, the Declaration advised that "special attention must be paid to all forms of attacks against the integrity of infrastructure, networks and services, including attacks caused by the proliferation of malware and the activities of botnets through the Internet."
