This Strategic Plan articulates the DHS Science and Technology Directorate's top strategic goals, elaborates on the specific objectives under these goals, articulates the value-added proposition that S&T brings to the Homeland Security Enterprise (HSE), and embodies this value-added proposition in the functions and activities defined in the organization realignment that was executed in late 2010.
