A covert action is

an activity or activities of the U.S. Government to influence political, economic, or military conditions abroad, where it is intended that the U.S. role will not be apparent or acknowledged publicly.[1]
codified as an activity or activities of the United States Government to influence political, economic, or military conditions abroad, where it is intended that the role of the United States will not be apparent or acknowledged publicly. Covert operations are "planned and executed as to conceal the identity of or permit plausible denial by the sponsor."[2]

Covert action "does not include activities the primary purpose of which is to acquire intelligence, traditional counterintelligence activities, traditional diplomatic or military activities, or traditional law enforcement activities."[3]
