any record about an individual, whether in paper, electronic, or other form, that is a consumer report or is derived from a consumer report. Consumer information also means a compilation of such records. Consumer information does not include information that does not identify individuals, such as aggregate information or blind data.[1]

Overview[]

"Consumer information can be derived from mobile networks, devices (including smartphones and tablets), operating systems, and applications. In addition, resellers may obtain personal information from the profile or public information areas of websites, including social media sites such as Facebook, LinkedIn, MySpace, and Twitter, or from information posted to blogs or discussion forums. Depending on the context, information from these sources may be publicly available or nonpublic."[2]
