Overview[]

In this first report to the Secretary of Commerce, the NIIAC presented the common ground — the fundamental principles for the NII. These principles cut across industries; bridge the gap between state, local, and federal governments; address the needs of public interest, education, labor, and community groups; and reflect the knowledge and experience of experts in NII-related fields. The principles were intended to provide a foundation for the continuing work of the Council and to facilitate debate and discussion with NII stakeholders, the general public, and outside experts.
