In 2011, the NATO Communications and Information Agency (CTO) developed, in close coordination with both ACT and the NATO HQ C3 Staff, a high-level architectural framework of NATO C3, known as the C3 Classification Taxonomy. This provides those NATO and nation staffs working in this environment with a common framework for understanding the current, programmed and future C3 capabilities, projects and programmes. Its purpose is to supports the delivery of interoperable capabilities, allowing the identification of overlaps and possibilities for re-use and providing a common basis for engaging with the nations through a common "language."
