Clarification is

communication with an offeror for the sole purpose of eliminating minor irregularities, informalities or apparent clerical mistakes in the proposal. It is achieved by explanation or substantiation, either in response to an inquiry from the office or as initiated by the offeror. Clarification does not provide an opportunity for the offeror to revise or modify the proposal except to the extent that a correction of apparent clerical mistakes results in a revision.[1]
