On May 11, 2004, the Canadian Minister of Industry announced the establishment of a Task Force on Spam to oversee the implementation of a comprehensive action plan (An Anti-Spam Action Plan for Canada) to reduce the volume of unsolicited commercial e-mail. Chaired by Industry Canada, the Task Force brought together experts and key stakeholders representing Internet service providers, Canadian businesses who use e-mail for the conduct of legitimate commercial activity, and consumers.
By its mandate, the Task Force had one year to oversee and coordinate the implementation of the Action Plan. After this period, the Task Force was required to report on the progress made and propose any new actions that might be required, including legislative initiatives.
