The Phoenix Center for Advanced Legal and Economic Public Policy Studies has developed the Broadband Adoption Index (BAI), which will compare the actual value that a society derives from broadband usage with that country's target level for adopting various broadband technologies based on maximizing societal well-being. These targets vary by technology, demographic group, and country. The index does not include an overall ranking of countries based on broadband performance, because each country has its own unique set of adoption targets.
