The Phoenix Center for Advanced Legal and Economic Public Policy Studies has developed the Broadband Adoption Index (BAI), which will compare the actual value that a society derives from broadband usage with that country's target level for adopting various broadband technologies based on maximizing societal well-being. These targets vary by technology, demographic group, and country.
