Accession is

[t]he transfer of the legal and physical custody of permanent records from an agency to the National Archives.[1]
[t]he transfer of agency records to a Federal records center for temporary storage. The agency retains legal custody of the records.[2]
[t]o take legal and physical custody of a group of records or other materials and to formally document their receipt.[3]
