General Services Administration, A Guide for Acquiring Commercial Software (Jan. 1991) (full-text).
Overview[]
This Guide includes all phases of the acquisition life-cycle, from the first consideration of software as a solution to an agency's need to contract closeout, and the entire range of commercial software, from "shrink wrapped" Microcomputer software to mainframe applications (e.g., financial management) which may require some customization.
The Guide, written for readers unfamiliar with the Federal software acquisition process, is not a complete reference work or a regulation and, as such, directs the reader to other sources for detailed information and guidance. The information, advice, and techniques provided in the Guide will help agencies acquire commercial software that meets their information needs more cost-effectively and economically.
