Overview[]
The report seeks to characterize and assess efforts by foreign entities — government and private — to target or acquire critical U.S. technologies, trade secrets, and sensitive financial or proprietary economic information. The loss of these could undermine U.S. military capability, impede the ability of U.S. firms to compete in the world marketplace, or have an adverse effect on the U.S. economy, thereby weakening national security and eroding the current U.S. technological lead.
The report updates the 10th annual report published in April 2005 and includes data for FY 2005, the period October 1, 2004 through September 30, 2005. The information in this report also satisfies one of the requirements stipulated in the Defense Production Act of 1950, as amended, that the President provide quadrennial reports on whether foreign governments sponsor industrial espionage activities to obtain U.S. critical technology assets.
