Office of the National Counterintelligence Executive, 2002 Annual Report to Congress on Foreign Economic and Industrial Espionage (full-text).

Overview[]

This eighth annual report reviews the threat to the United States from foreign economic collection and industrial espionage. It seeks to assess efforts by foreign entities — government and private — to unlawfully target or acquire critical U.S. technologies, trade secrets, and sensitive financial or proprietary economic information. The report focuses on technologies, the loss of which could undermine U.S. military superiority, impede the ability of the United States to compete in the world marketplace, and/or have an adverse effect on the U.S. economy, eventually weakening national security.
