Overview[]

The National Highway Traffic Safety Administration (NHTSA) is proposing to require event data recorders (EDRs) — widely referred to as "black boxes" — on all new passenger vehicles sold in the United States.

The privacy of information collected by EDRs is a matter of state law, except that federal law bars NHTSA from disclosing personally identifiable information. The privacy aspects of EDRs and the ownership of the data they generate has been the subject of legislation in Congress since at least 2004.
